BER Assessment Terms & Conditions

1. Scope of Service : 

Kilshannig Engineering Ltd will carry out a Building Energy Rating (BER) assessment in accordance with the requirements of the Sustainable Energy Authority of Ireland (SEAI) and the current DEAP methodology applicable on the date of assessment.

2. Client Responsibilities :

The client shall:

• Provide safe and reasonable access to all areas of the property required for assessment.

• Ensure access to the attic, heating systems, hot water cylinder, and all habitable rooms.

• Provide any relevant documentation prior to publication of the BER certificate, including but not limited to insulation certificates, window specifications, heat pump documentation, solar PV information, air-tightness test results, building plans, and grant-related documentation.

• Ensure that all information supplied is accurate and complete.

3. Use of Documentary Evidence:

SEAI rules require assessors to rely on documentary evidence where available. Where suitable evidence cannot be provided, the assessor must apply the default values prescribed within the DEAP methodology. This may result in a lower BER rating than may otherwise be achievable.

4. Assessment Fee :

The agreed fee covers:

• One site visit to the property.

• Completion of the BER survey.

• Entry of data into DEAP software.

• Submission and publication of the BER Certificate and Advisory Report.

• Reasonable post-assessment clarification of the BER results.

5. Cancellation Policy :

• Cancellations made more than 24 hours before the scheduled appointment will not incur a charge.

• Cancellations made within 24 hours of the appointment may be subject to a cancellation fee.

• If the assessor arrives on site and is unable to complete the assessment due to lack of access, a call-out charge may apply.

6. Post-Assessment Queries :

Kilshannig Engineering Ltd will be available to answer reasonable questions relating to the BER assessment, BER Certificate, and Advisory Report following publication.

7. Return Visits and Additional Charges:

The BER fee includes one site visit only.

Additional charges may apply where:

• A return visit is required due to inaccessible areas during the original assessment.

• Additional documentation is provided after the BER has been published and a reassessment is requested.

• Further measurements or inspections are required.

• The client requests amendments resulting from information not supplied during the original survey.

Any additional charges will be agreed with the client in advance.

8. BER Revisions :

Where new documentary evidence becomes available after publication of the BER Certificate and materially affects the BER result, a revised assessment may be required. Reassessment and republication fees may apply.

9. SEAI Audits :

The client acknowledges that the property may be selected by SEAI for quality assurance audit purposes. The client agrees to facilitate reasonable access if required by SEAI or its appointed representatives.

10. Limitation of Liability :

The BER assessment represents the energy performance of the dwelling based on information available at the time of inspection and in accordance with SEAI procedures. Kilshannig Engineering Ltd shall not be liable for subsequent alterations to the property, hidden defects, inaccessible construction elements, or information not disclosed by the client.

11. Complaints Procedure:

Any concerns regarding the BER assessment should be raised directly with Kilshannig Engineering Ltd within 14 days of publication of the BER Certificate. Every effort will be made to resolve any issue promptly and professionally. If a satisfactory resolution cannot be reached, the client may refer the matter to SEAI through the BER Help-desk.

12. Acceptance:

By confirming an appointment, the client acknowledges that they have read, understood, and accepted these Terms & Conditions.
